"State govts have a "much stronger" claim for federal compensation for the impact of the proposed carbon pollution reduction scheme (CPRS) than polluters, the Aust Institute has said in a paper released yesterday. Based on a carbon price of $20, the institute estimated state and territory govts would be $1.5b worse off in 2010-11, the first year of the CPRS."
