Nicholas Stern has called for dramatically increased emissions reductions achievements from developed nations as a precondition for substantial commitments by developing countries. In a London School of Economics report, Stern says "all countries must play their part in aiming for around two tonnes per-capita emissions by the middle of the century and all emissions trajectories should be designed with this target in mind". He called that "a pragmatic approach and not a strongly equitable one" to avoiding risks of dangerous climate change. It was against a background of current emissions of 10-12 tonnes of CO2e per capita in most developed countries "with a cluster (including the US) in the range 20-25t", current Chinese emissions of 5t and Indian of 2t and "set to grow rapidly".
