"This paper describes some of the main achievements to date by Australian institutions in addressing climate change. It then proposes a principled framework through which these and other relevant ideas, initiatives, policies and measures may be organised and rationalised. It also speculates on some policy areas awaiting further development, either in the short or longer term, whether through a national or/and a more devolved approach."
